DECIDE

Council keeps alternatives inspectable.

The current Council collects independent answers, reviews them, synthesizes options, and lets you choose a direction before drafting a Blueprint.

Implementation detail

Council V2 is not presented here as shipped. Availability still depends on eligible routes and connected credentials for the selected workflow.

CONNECT

Use supported provider API keys you control.

Keys are sent to the gateway over HTTPS and envelope-encrypted before storage. Provider usage is billed under your provider account.

Implementation detail

Stored keys use AES-256-GCM with a separate wrapped data key. The gateway decrypts a key only for validation or an authorized call; plaintext is not intentionally persisted or logged.

ACT

Execution starts as a separate decision.

Council ends with a reviewed Blueprint. Creating a Mission and starting its work are separate actions, not an automatic consequence of approval.

Implementation detail

Mission rules can pause a qualifying step for approval. Delivery of an approval request depends on the notification method configured for the account.

CONTROL

Structured work has bounded validation controls.

SCRAM validates and attempts bounded recovery for selected structured calls. It can stop with a safe failure when its limits are exhausted.

Implementation detail

SCRAM does not cover every provider stream and does not promise uninterrupted recovery. It is one control layer around selected classifier, extraction, synthesis, Blueprint, and repair-evaluation calls.
